The MCS system, when purchased as a complete kit with shoulder stock, pistol grip, and all 3 barrels, is classified by the Bureau of Alcohol Tobacco and Firearms as an NFA "Short Barreled Shotgun" (SBS) firearm ($200.00 transfer and registration tax to civilians) -- Sold on ATF Form 4 to civilians (tax-exempt transfer on an ATF Form 5 to Law Enforcement agencies) in compliance with the National Firearms Act.
When purchased separately, the MCS Breaching Shotgun ONLY (with pistol grip and 10" barrel; but NO shoulder stock) is classified as an "Any Other Weapon" (AOW) firearm, and can be transferred to civilians for only a $5.00 transfer tax (instead of the $200.00 transfer tax like the complete MCS system above).
